Përshkrimi i situatës
• të mbështetet në një bazë të qartë kushtetuese;
• të ketë mandat të kufizuar dhe objektiva të përcaktuara;
• të funksionojë me transparencë të plotë;
• t’i nënshtrohet mbikëqyrjes institucionale dhe publike;

Albanian Politics Has Lost Its Governing Legitimacy
Albania is facing a serious crisis of confidence in its institutions and political leadership. The limited institutional response to citizens’ concerns has created a situation that requires prompt reflection, political accountability, and concrete solutions.
Description of the Situation
For more than four months, peaceful and continuous protests have taken place in Tirana. To date, however, the response from the main institutions, including the government and the Presidency, has been insufficient. As a result, tensions in the capital have increased and require careful, timely attention.
Students, high school students, public administration employees, veterans, and intellectuals have joined the protests in recent days. Their participation indicates that dissatisfaction extends beyond a single social group and reflects a broader demand for change, dialogue, and political accountability.
Main Arguments
In this context, Albanian politics is increasingly losing the public trust and institutional credibility necessary to represent citizens and the Albanian nation effectively, both nationally and internationally.
The absence of meaningful institutional reflection and political accountability risks weakening democratic institutions. If the crisis of confidence continues, it could also affect the country’s political and social stability, as well as efforts to preserve and develop the historical, cultural, and social values of Albanians in all the regions where they live.
It is therefore essential that public institutions listen to citizens’ concerns, initiate a substantive dialogue, and provide clear responses to the issues that have prompted the protests.
Concrete Proposals
One possible way to address the crisis would be the establishment of a transitional government composed of new, qualified, and professionally credible figures who are not compromised by the current political system. Such an arrangement could help restore public confidence and strengthen institutional integrity, provided that it is established and operates in accordance with the Constitution and applicable law.
To be sustainable and legitimate, a transitional government should:
• be based on a clear constitutional and legal foundation;
• have a limited mandate and clearly defined objectives;
• operate with full transparency;
• be subject to effective institutional and public oversight;
• protect fundamental rights and the right to peaceful protest;
• establish a clear timetable for restoring institutions to regular democratic functioning.
In conclusion, Albania needs accountability, institutional reflection, and a renewed political vision in which the public interest takes precedence over narrow party interests and citizens’ dignity remains central to public decision-making.
Albania’s future cannot be built without citizens’ trust, meaningful institutional dialogue, and accountability from those entrusted with governing the country.
